Shipment Marked Delivered but Never Arrived: A Recovery Playbook
The tracking page says delivered. Your warehouse says the dock has been empty since Friday. Two systems disagree, and one of them is wrong.
This happens more than most importers expect, and the size can be substantial: a single missorted pallet run can hold dozens of cartons and several weeks of sales. What decides the outcome is rarely the carrier’s goodwill. It is how fast you assemble evidence and how precisely you ask the right party to search.
Below is the sequence we run when a delivery record and a physical warehouse disagree, drawn from live recoveries on China to US and China to Mexico lanes.
What “delivered” actually means on a tracking page
A delivered scan is an event created by a driver, a depot clerk, or an automated rule when a route is closed. It records that someone marked the stop complete. It does not prove the goods reached your named consignee, and it does not prove the address was right.
Three failure modes account for most of these gaps:
- Wrong address delivery. The label carried a similar street number, a former warehouse, or an address from an earlier shipment.
- Neighbour or third-party signature. A driver hands cartons to whoever opens the door at the right postcode.
- Premature scan. The stop is closed at the depot before the pallet leaves the truck, and the cartons sit overnight.
In all three, the goods usually still exist. The job is to find them before someone else signs for them again.
The first 24 hours decide the search
Speed matters because cartons get moved, re-labelled, and absorbed into another consignment. Four things should happen the same day, in this order.
- Freeze the story in writing. Ask the receiver to confirm in an email, with a timestamp and a photo of the empty dock area, that no delivery arrived. A written denial travels further than a phone call.
- Pull the proof of delivery. Request the POD document, not a screenshot of the status page. You want the signature image, the printed name, the delivery time, and the GPS or stop ID if the carrier records one.
- Test the signature against real people. Send the POD to your warehouse manager and ask one question: is this name anyone who works here, or anyone authorised to receive? A “no” in writing changes the case from a lost parcel to a misdelivery.
- Open two channels at once. Your booking party (freight forwarder or carrier account) and the local delivery station are separate organisations with separate systems. Waiting for one to reply before contacting the other costs a day each round.
The fourth point is where most importers lose time. A forwarder in Shenzhen cannot see a US driver’s route sheet, and a local depot will not act on a request that arrives without a tracking number and a consignee name.
Who actually owns the claim
Responsibility follows the contract, not the tracking page. Three parties can be holding the obligation, and the correct one depends on how the shipment was booked.
If you bought door delivery from a forwarder, your contract is with that forwarder. They subcontracted the final leg, and they carry the duty to chase it. If you booked the carrier account yourself, the claim sits with the carrier, and your forwarder only handled the ocean or air leg. If a supplier arranged shipping on your behalf, the supplier is the shipper of record and the carrier will speak to them, not to you.
Send the request to the party that issued your invoice for that leg. Copy everyone else. A search request needs three elements to move: the tracking or PRO number, the consignee name and address on the label, and a clear statement that the receiver denies delivery.
Claim windows and the evidence that decides them
Every mode has a clock, and the clock usually starts at the delivery scan rather than at the moment you notice the problem.
| Mode | Where the claim goes | Typical window | Evidence that decides it |
|---|---|---|---|
| Courier and express | The carrier account holder | 7 to 14 days | POD signature mismatch plus a written receiver denial |
| Air freight via forwarder | The booking forwarder | 14 to 21 days | Air waybill, delivery receipt, warehouse receiving log |
| LCL sea freight | The consolidator or NVOCC | 7 days from release | Bill of lading, CFS gate-out record, delivery order |
| FCL and drayage | The trucker or drayage company | 3 to 5 days | Interchange receipt, seal number, terminal gate log |
Treat the numbers above as the outer edge, not as a comfortable deadline. A search that starts on day one usually ends with cartons found. A claim filed on day twelve ends with a form and a denial letter.
What a strong search request contains
Carriers triage by paperwork quality. A message that says “my shipment is missing” goes to the bottom of the queue. A message with a delivery scan, a POD, a named consignee, and a stated mismatch gets assigned to a depot supervisor.
Ask for one specific action rather than a general investigation: pull the driver’s stop sheet for that route and confirm the address that was served. Depot staff can answer that question in minutes. They cannot answer “where are my goods”.
If the answer comes back as a different address, ask for retrieval and redelivery in the same thread, and get a date. Recovery arrangements that are not dated slide for a week.
Prevention on the next order
- Put the consignee’s phone number on the commercial invoice and the label, not only on the booking form.
- Ask the forwarder to add delivery appointment requirements for warehouse addresses. Most depots will call before arrival when the instruction exists.
- Keep one named receiver per address, and tell the carrier that name in writing.
- Photograph pallet labels and seal numbers before dispatch. A label photo settles address disputes faster than any email chain.
- For high-value runs, split the delivery into two consignments so a single missort cannot take the whole order.
A paper trail that survives the handover
Recovered shipments tend to share one detail: the importer can produce a single thread that shows the delivery scan, the POD, the receiver’s denial, and the request sent to the depot, each with a date. When that thread exists, the conversation stops being about whether the goods arrived and starts being about where they are.
Build it before the next order ships. One folder per consignment, one line per event. It takes ten minutes and it is the difference between a search and an argument.
Frequently Asked Questions
How long should I wait before treating a delivered scan as a lost shipment? Same day. The scan is the starting gun for the claim window, and cartons left in a wrong dock for a week are much harder to recover.
The carrier says the POD is valid. Does that end it? No. A POD proves a signature, not an authorised receipt. If your receiver denies the name and the address served differs from the label, the delivery is defective regardless of the signature.
Should I dispute the freight invoice at the same time? Yes, in writing, while you keep paying unrelated invoices. Withholding payment on a disputed leg is normal; freezing the whole account gets your future bookings blocked.
What if the goods were delivered to a neighbour who refuses to hand them over? Escalate to the carrier’s security or claims desk and file a police report for the value. Carriers move faster when a report number exists.
Can a sourcing partner in China help after the goods leave the factory? Yes, and this is where local coordination pays. We chase the booking party in China, contact the destination station, and keep both sides working the same evidence, which is how a 36-carton misdelivery was traced and redelivered to a Mexican client’s warehouse.
If you are dealing with a delivery that does not match its paperwork, send us the tracking number, the POD, and the receiving address. We will tell you which party owns the claim and what to request first. Our sourcing and logistics team handles this alongside purchasing, and you can read the full recovery in our misdelivered shipment case study.
For buyers who want the freight and inspection scope priced before booking, our fee structure explains what is included and what is quoted per project. If you already know what went wrong, skip the reading and send us the details.
